withdrawal from Cuba of all missile & other offensive weapons. It further authorizes & requests
the Acting Secretary General to dispatch to Cuba a United Nations observer
corps to assure & report on compliance w/ this resolution. Upon UN certification of compliance it
calls for the termination of the measures of quarantine against military
shipments to Cuba. And in
conclusion it urgently recommends that the United States & the Soviet Union
confer promptly on measures to remove the existing threat to the secrutiy of
the Western Hemisphere & the peace of the world & to report thereon to
the Security Council. alling for immediate dismantling & withdrawal of
missiles & UN observers.

an end to this ominous adventure. Accordingly the President has initiated steps to quarantine Cuba against
the further imports of offensive military equipment. Because the entire Inter-American system is challenged the
President has last night called for an immediate meeting of the Organ of Consultation
of the Organization of the American States to consider this threat to
hemispheric security...they are meeting now...I have just been informed that
the Organization...adopted a resolution by 19 affirmative votes...call for
immediate dismantling & withdrawal from Cuba... It goes on to ask UN to dispatch observers.
