Fourth, to speed up to a twenty-four hour basis all existing Army and Navy contracts, and all new contracts to be awarded....”
“There are some who say that democracy cannot cope with the new techniques of Government developed in recent years by some countries... That I reject.... I know that to cope with present dangers we must be strong  ... in our faith - strong in the faith in our way of living....  Our defenses must be invulnerable, our security absolute... Defense cannot be static. Defense must grow and change from day to day. Defense must be dynamic and flexible... For these reasons (...)
